All flares affect the sunlit side of ionosphere, and the effect is noticed in 8 minutes after the flare’s starting moment. This is because the energy that is released by the solar flare arrives at speed of light. When the flare occurs, the energy travels out, reaching the Earth in 8 minutes, and affects the ionosphere for the entire period of the active flare.

When the flare ends, so does the effect on the ionosphere. Again, this is noticed primarily on the sunlit side of the Earth.
