FCC Releases Plan in the Event of a Partial Government Shutdown

Community Broadcaster: A Year of Change

From staffing to trends, 2018 is a year community radio woke anew

This year has had many critical stories for noncommercial media. Scandals, journalism conversations and the future have affected everyone in the wider public media ecosystem. Community radio stations have been pressed with challenges galore. How does one capture the tumult of 2018?

You can’t, really. After a year like this one, you can only stare in amazement. Here are just a few things the year will be remembered for in community media.

Emergencies were everywhere, and the need for action in service of an educational mission was never clearer. Stations were asked to respond to local needs. From wildfires and other natural disasters to station-based stress, community radio had so much to contend with. Many of the best and brightest stations held campaigns to support residents. More stations offered interesting contextual reporting and the overlooked basic emergency information that people rely on when web searches and other media are not available.

The good news — or bad, if it was a disaster affecting you — is that stations seemed to take their responsibilities to heart. More managers now are asking questions, reaching out to local first responders and formulating local plans. Still others are trying to craft good coverage — stations like KWMR and KCSB have done interesting work utilizing their communities for on-the-ground coverage. While not enough community stations have it fully together, 2018 marked a true turning of a corner.

Speaking of “getting it,” traditionally contrarian and iconoclastic community radio is coming around to the benefits of getting with the times. Stations were seeing the advantages of training, podcasting and trends as sparkplugs to fundraising and engaging new listeners and donors. While very small stations are not quite delivering big-station results, they’re learning fast. And perhaps slim station nimbleness will make community media the one to watch in 2019.

In addition, the march of time presented, and still presents, stations a challenge they haven’t seen in, some cases, decades. People like FCC Commissioner Mignon Clyburn and legendary attorney John Crigler are among those to head into the next chapters of their lives. However, there were many noteworthy retirements in community radio this year as well. There were also some rebellions resulting in the ousting of leadership. Whatever the case, this largely generational shift prompts a ton of questions. Can station shore up the collective will to bring in those not usually in their orbits? And, if no, can they survive by doing things the old way when the old way is just getting older? After years of resisting it, what do these community radio stations have to offer the digital world now? How can the stations attract the next generation of leaders? To all of these queries, there are no simple replies.

Boards universally say they want new, young managers who have all the answers to the digital, content, engagement, revenue and (of course) regulatory needs a station may have. However, I want to encourage board members to create relationships with the cohorts of said leaders; to offer pay appropriate for those skill sets (and not dangle the experience carrot as a justification for low-balling next generation leaders); and spend time considering what your organization really needs, and dispense with the idea that hefting a millennial at your issues is going to fix those issues. By the same token, I would encourage those prospective managers to understand their own strengths and weaknesses, to consider where a role fits in your life plan (e.g. is it something you’ll make a long-term commitment to, one you want to stay in for five years or less, or something else) and being upfront, and do a lot of asking around about prospective positions — organizational culture, the climate for new voices and rate of turnover before you got there will matter to you later. I believe community media is a good option, but not every circumstance and relationship is optimal. Homework on all sides benefits everybody.

Related to staffing, 2018 was the year chickens came home to roost. The 2017 affairs that broke open at WNYC, WBUR, Minnesota Public Radio and other organizations saw some resolution in 2018. Investigations launched, terminations were issued and incensed listeners and producers made it clear they were not having it with perpetuating abuse. CPB stepped up with training on safer workplaces that stations were accountable for completing. Moreover, this year saw a better effort by organizations to see harassment-free workspaces as not just a legal requirement, but part of a pact of trust with donors. With Laura Walker, the WNYC head largely blamed for ignoring harassment at the megastation, announcing this week a mutual decision between her and the board to step down, a particularly sordid chapter comes to a close.

Harmen Sipkema, producer and owner of Polycorp Media, has installed PMC MB2 monitors in his studio in The Hague and is using them to record, mix and post produce radio jingles.

“As someone who both composes and mixes, these monitors are ideal because they provide a good balance between an analytical and honest sound and a stimulating pat-on-the-back sound,” he explains. “I’ve never had – or heard – a monitoring system that gives me so much in each of these aspects.”

Founded in 1999, Polycorp Media provides a base from which Sipkema can conduct his creative audio work. His studio is equipped with Pro Tools HD/Ultimate 12 with two Lynx Aurora 16 converters, CraneSong Avocet II, API and Audient Preamps and a 500-series rack with an IGS Rubber Bands and an IGS One LA 500.

Sipkema’s studio was designed by Jelle van der Voet from Pinna Acoustics who recommended an MB2 system with Hypex nCore amps because it perfectly complemented the room design. The monitors were supplied by PMC’s local distributor, Joystick Audio.

“Jelle really considers the speakers and the room to be one system – not just on paper but also in the build,” Sipkema says. “As it happens, I had heard PMC MB2s in a studio owned by my friend Anthony Timmers and that was what really sold me on this system. They are absolutely fantastic, especially in terms of the stereo image, the depth, the range and the definition. When a mix sounds right on the PMC’s, I know it’s a good mix. They also help me get from A to B a lot quicker because they highlight when there is a problem in the mix and make it much easier to find a solution.”

Although Harmen Sipkema works as a solo artist and a voiceover artist, much of his time is spent on production work for radio. With clients including Brandy and Pure Jingles, his compositions and mixes have been used by leading stations from Moskow to Marrakesh and all over Europe.

“I’m currently working with WOW Radiobranding in Germany,” he explains. “They compose great stuff and let me arrange and record the vocals. Then I finish the whole package with mixing and freaky vocal-editing and vocal-processing so that it is ready to go on air. We’ve just completed a couple of great jingle packages for RSH, FFN, NRJ and Radio PSR and also for Barbaradio – a new station set up by German star Barbara Schöneberger.”

Not content with composing and mixing audio, Sipkema is also a Dutch voice over artist and is planning to release a module he designed for the Eurorack synthesizer format.

“There are just so many interesting things to do,” he says. “I wish I had time to learn and do everything!”

The integration brings the marketplace a better, lower-cost solution for creating selective, high-quality crawls for EAS alerts on standard- and high-definition (SD and HD) channels.

“Digital Alert Systems has always looked for ways to help customers comply with FCC rules on EAS/CAP while making the presentation of this information as clean and palatable as possible. Working with ChyTV not only achieves this goal but does so at price points not available until now,” said Bill Robertson, vice president of business development for Digital Alert Systems. “With the ChyTV HD-EAS, our combined customers can achieve full FCC EAS/CAP compliance with an improved presentation across multiple program streams for far less money than they could with separate pieces or competing solutions. The ease of wiring and configuration is a further benefit over a menagerie of separate components.”

The ability to place the visual text of an EAS message over programming and switch the audio is an FCC requirement under Part 11 rules. While there are several ways to accomplish this task, the least disruptive for the viewer is to use a crawl generator and audio switch. In the past, when using HD-SDI with embedded audio signals, the process might have required several pieces of equipment — HD character generator, de-embedder, audio switch, and embedder. The process isn’t necessarily onerous for a single program stream, but it becomes complex and expensive when dealing with multiple program streams.

The ChyTV HD-EAS system combines all the components necessary for handling a single program stream into one chassis, with simple connections from the DASDEC, which can feed signals to up to eight different ChyTV units. Since the per-stream cost is significantly lower than ever before, stations having used full-screen interrupts for EAS in the past now have a viable option for considerably improving the viewer experience. The system supports both SD and HD formats, giving stations currently in SD a seamless upgrade path to HD without the need to purchase additional equipment to comply with EAS rules.

“One of the strengths of the ChyTV product line is the ability to perform broadcast-quality character generation derived from decades of television-graphics product development and experience,” said Vinny Biondolillo, director of ChyTV sales support for DigIt Signage Technologies. “Tight integration with an EAS system such as DASDEC is a natural fit and opens up new sales channels for both companies.”

ChyTV HD-EAS devices are available in two models: a 3-RU rack-mount chassis with redundant power supplies (part No. 7A0-0349-RK, $6,395) and a desktop PC chassis with a single power supply (part No. 7A0-0349-D, $5,995). Both models come with a GPI I/F module and CG software. Multiple-unit discounts are available. The DASDEC requires the TV-Plus package or either the MultiStation-2 or MultiStation-5 option installed.

Broadcasters tell McConnell and Schumer it’s time ”to resolve this vexing problem”

The leaders of broadcast associations repping all 50 United States, plus D.C. and Puerto Rico, called on the Senate leadership to pass the PIRATE Act swiftly, saying, “The time has come to take significant steps to resolve this vexing problem.”

In a Nov. 13 letter addressed to Sens. Mitch McConnell and Chuck Schumer, the broadcasters note that H.R. 5709, the Preventing Illegal Radio Abuse Through Enforcement Act, already passed the House of Representatives unanimously and urge the Senators to approve the bill without changes because it gives the Federal Communications Commission “additional tools to address the growing pirate radio problem.”

Perhaps you could post somewhere a general call for anything WW II related that went into a B17F.

This website: http://hangarthirteen.org/ under the ‘Parts Drive‘ menu, lists the many things that will be sought after for the next few years. There might be those who monitor your site that have some of this just stored away, not knowing what to do with it or what will happen to it.

Ray is basically taking what was remaining, inspected, and approved as air worthy from this ditched plane, and building the aircraft to hook all the pieces together.

WOW! What an amazing project, Charlie!

I must say, Lucky Thirteen is in good hands.

Hangar Thirteen has chosen the best vintage radio restoration expert for the job! I̢۪ve known Charlie for many years and not only is he an expert at restoring vintage gear, but he̢۪s passionate about WWII era Signal Corps equipment. He brought my BC-348Q to life and patiently showed me how to align it. He also restored my Minerva Tropic Master and helped me fix the 3rd band selection on my beloved Scott Marine SLRM.

Charlie, I̢۪ll certainly keep an eye out for the these components when I visit hamfests and will contribute anything I find or might have tucked away.

the members of the 3Y0I team continued to assembled in Cape Town, South
Africa, for their anticipated Bouvet Island DXpedition. Specific dates
still have not been provided yet, but all operators are now in Cape Town.

NP2, U.S. VIRGIN ISLANDS. Dan, K8RF, informs us he is now full-time as
NP2J from St. Croix and will be active in the CQWW DX CW Contest (November

working 160 meters now, will have a 40 meter antenna working soon that
can be used with antenna tuner to get on 30 and 17 Meters. Planning on
putting up Tribander for higher bands by end of year. Will be on 160
meters for most DX contests this year, but may do all band effort for
ARRL contests. I work 90% CW, 10% SSB and 0% Digital. Was very active
on Six meters CW earlier this year with a six element Yagi, conditions
were excellent but CW activity diminished to almost nothing by the end
of the season. Very Sad. I see Digital modes as the death of Ham Radio,
it certainly killed Six meter CW/SSB activity, I see the same trend on
160 meters to a lessor extent. Thanks to all those that brave the QRN on

Receive an audio signal up to 50 feet / 15 meters – beest replacement for wires, also work as hands-free in a vehicle. Hands-on guide and five types tested and compared: cheap from China, for Hi-Fi, and midrange and expensive hands-free. Regardless of locale and prices, these four types cover most flavors on the market.

What Bluetooth Receivers are: small, most commonly less than a lighter-sized electronic devices, which connect to your smartphone / tablet / computer via Bluetooth, and output audio signal received to whatever device they’re plugged into.

How they work

Turn Bluetooth on, turn on receiver, lights flash, ready to pair with your device: unit will show up instantly.

That’s it, audio will be routed to Bluetooth receiver. Hint: it’s better to turn on Bluetooth on phone first, then the receiver. I haven’t come across pairing problems, devices were operational within seconds.

Receiver or transmitter?

You wanna hear what you play on your phone: A receiver will receive an audio signal from a Bluetooth equipped source and put it into the device which it is plugged into, just like a cable did in the 90̢۪s.
Transmitter: sends an audio signal via Bluetooth to any Bluetooth-equipped device. For instance, if you have a TV / home theater system / anyhing with sound output, a transmitter can send that signal via Bluetooth.
This post details receivers, for sending a signal from a non/Bluetooth equipped device, get a TaoTronics combined transmitter / receiver just like I did for my parents and be merry.

Example – upgrade existing earphone / headphone to Bluetooth-eqquipped

Say you have an ol’ trusty headphone you paid top dollars for years ago, but it only comes with a regular cable.

Any earphone or headphone can be upgraded to Bluetooth status, and it’s much cheaper than buying a newer model with built-in Bluetooth.

Example – home HiFi / stereo with Bluetooth receiver

Head unit, like most, has an AUX-in at the front, or RCA connectors in the back, so Bluetooth receiver can be connected:

On more serious home theater units, and on car amplifiers, you’ll have two connectors in the back, often called Line level RCA input in user manual, use an RCA – 3.5mm cable.
In practice, transitioning from walking to car to home mode with constant music playing is seamless, as only the appropriate Bluetooth destination on device needs to be selected (you can rename multiple receivers of course):

Majority of affordable car stereos have an AUX-in port, which is a hole at the front, Bluetooth receiver goes in there, such as:

Same procedure again, plug in Bluetooth signal receiver, power it on, select aux in with source button, voilà, your tunes are coming through car speakers.
Knowing that in most jurisdictions you̢۪ll be quartered and burned crispy on a stake for hand holding a mobile phone, buying a Bluetooth Hands-Free is a good investment.

Where to buy?

Amazon if available, eBay for rest of the world. One major issue with eBay recently (2018 Fall / Autumn) is exorbitant shipping times, often a month or more on the China-Europe axis, which is not gonna improve come Christmas and Chinese New Year.
Personally, living in Ireland, I subscribed to Amazon UK Prime for two-day shipping; in reality, that means 3-5 days and always less than a working week.
Brand-name, or more than $10 products cost nearly the same, and they are here from Amazon quickly with generous free returns policy.

Power and portability

Built-in batteries: good for 4 to days of standalone operation, really depends on model and physical size, larger has more battery inside = more juice, works longer. Charging via micro-USB power cable (always supplied in pack), which is the standard on every Samsung / Huawei / HTC, practically every smartphone uses same charger standard with the exception of iPhones (supplied micro USB charging cable works with USB iPhone chargers, the other end of the cable is the same USB):

At home, I just keep receivers always connected to charger, as they won’t be moved around. On the road, if 8-10 hours isn’t enough, battery banks will also charge devices if you have no power outlet nearby.

Maximum range

In an ideal scenario, receiver can â€Å“see” the source of signal, so about 50 feet / 15 meters maximum.
At home, playing music or taking calls was seamless once the receiver and source was in the same room, even one room away quality did not suffer, bringing thrash out and signal starts to disappear. Know that residential results depend on wall materials, radio signal can permeate drywalls better than a brick wall.
In vehicle, no problems encountered, even in large coaches (called RVs Stateside).

Features

Microphone: most models come with a microphone, so can be used as hands-free in a vehicle. Two microphones are better than one.
Buttons: some units come with volume up / down, take call / pause / play track, skip forward or ahead buttons, think about which way you’ll be using the device and select a model accordingly.
AptX: better sound quality claims IF source and receiver both support the standard, Wiki here.
CVC: external noise suppression, also written cVc, 4.0 and 6.0, higher is supposedly better, info here. If ya plan to use receiver as a hands-free, CVC is great, makes a world of difference.
Bluetooth 4.0, 4.1 and 4.2: higher number is better, shows improvement, backward compatibility, so a 4.2 receiver will work with a 4.0 sender smartphone. Generally, if device has Bluetooth, it will work.
Audio quality for music: tried all tested models in several vehicles, streaming music and podcasts from my phone and couldn’t tell the difference.

Basic model

Around $3-4 shipped from eBay, on Amazon USA, found it for $2.68 from CreazyDog, $5.88 for a Jahyshow, and various other versions up to seven dollars, pretty much the same:

Use several of these, as they simply work, even when connected to a battery bank for extended operation, built-in battery lasts for 4-7 hours, never less than 4 hours.
On button with backlight, long press to pair, shines blue when paired, one press to stop/play source music or take/end incoming call. That̢۪s it. Job done.
Built-in microphone, in a car, caller could hear me and I could hear caller via speakers, no more I ask for $3, was happy with them until spurred on by functionality bought more expensive models.

Less than 15 dollars for Home HiFi

Mine is called Golvery, sold as Friencity in the USA for $12, this is primarily for home stereo music listening only, no built-in microphone, but comes with RCA adaptors:

Feels good in the hand, connects instantly, battery life is significantly better than the basic model, 8 hours easy.
If you need the extra RCA cables for home HiFi definitely get this, or a similar model.

20 dollar price bracket

Numerous versions with better features, volume and track buttons, a good representative would be the MPOV below, spent $20 on this. Taotronics also sells a seemingly identical model for $16, which doesn’t come with a side power button.

Comes in a nice box with Jack-Jack cable if you wish to place it away from radio, normal adapter for direct plugin, and charging micro-USB cable.
Added features are noise cancelling technology CVC, that works fantastic, less â€Å“Can you hear me?” CVC cancels drone of engine or a swooshing of a window down. Difference between this and basic version above is someone calling you and knowing an easy and understandable conversation to both parties will be possible.
Battery life: 8 hours easy, or more, lasts a working day. Official promise is 15 hours.
Two signal sources: connect a tablet and a phone at the same time, or any two Bluetooth-equipped devices simoultenously. Say you’re watching a video on laptop  with headphones+Bluetooth adapter combo and phone is on charger long forgotten where, can pick up call without rummaging around. Or travel with partner in car and both of you can connect to head unit.
Daily use: power on via side button, one hand movement, instantly connects to paired devices, no lag.
Backlit: buttons are white, middle flashes blue indicating it̢۪s connected to source device.
Extremely light, also use this around the house with headphones.
Volume and track buttons are extremely handy, all-in-all, well worth the money.

$30 price bracket: Taotronics

26 dollars on Amazon USA for top of the range feature set:

Where does the extra money go? Excellent battery life, noise canceling cVc 6.0 standard, callers in a car said that audio quality was better versus the MPOV.
Sightess operation e.g. in your pocket are easier, as volume buttons are on the side, but no backlit buttons, plus supplied cables are also shorter than those coming with the MPOV. I can live with that, as caller audio quality overrides niggles for me.

And many other choices

Amazon and eBay is full of various flavours and makes of essentially these receiver types, whichever model you choose, decide on one that suits your lifestyle, and personal preferences: pushing a button might be favored, backlighting, size, and so on.
