Poor Range on 25 watt mobile. Antenna placement to blame?

So I freshly installed a Btech 2501 and a 19 inch UHF VHF antenna on an nmo mount, L bracketed under the my license plate. When calling repeaters I’ve been able to hit with my handheld, I have discovered that I can barely hit them and receive a tone with the mobile radio and antenna.

I think the antenna placement is to blame. The plate is on the trunk of my 2013 Elantra, so there isn’t much car directly under the mount. Is there anyway to make this location work, or would I have to follow the “more metal under the antenna” rule? Could I ground the antenna directly to the frame or something? If I have to move is, what other locations are plausible without damage to the paint or drilling panels? I am not too experienced with this but just looking for a simple mobile setup instead of carrying around an HT. Thanks for looking.
