A strong flare can first cause a radio blackout (a SID – Sudden Ionospheric Disturbance), then a PCA (Polar Cap Absorption event), then, finally, a geomagnetic storm. A strong flare’s SID is within 8 minutes; a PCA within hours; a geomagnetic storm, within days.
