Having trouble finding people. Please help!

I just got my radio (Baofeng UV80HP) and I will be taking my technician and general tests this weekend. I am confident that I will pass both. Until then, I’ve been trying to scan frequencies to listen to other people so I can start familiarizing myself with lingo, procedures, etc… However, I can’t seem to find anybody! I haven’t touched any settings on my radio besides lowering the squelch. I looked at a band plan, and what frequencies should be in use, for example 140-148 Mhz. I have been going from one frequency to the next, and also scanning them with a low squelch. I haven’t heard a single voice yet, and even if I punch in the frequency of my local police or fire I hear nothing. What am I doing wrong? I am located in west Los Angeles by the way…so maybe you can recommend some frequencies for me to try listening to?
