How Does One Start a Dstar Net?

So this is a spinoff of another post where I’ve complained about the content and quality of ragchews. As a few Redditors have suggested, maybe I should show initiative and start a net.

I think the most reliable mode for me to start a net would be Dstar (I’m an Icom guy). This would allow people from all of the world to participate without having to deal with propagation issues. So my questions are:

Would I just choose a reflector and a time and announce it? Would I need permission from the reflector owner? Do reflectors even have “owners”? No idea what the protocols are or would be.
