Squelch issues AFTER programming UV-5R with chirp

I know the baofengs have issues with sensitive squelch, and I’m also aware of the settings in chirp to alter the ranges of the squelch for the radio. No matter how much I adjust these settings I constantly get the cutting in and out problem that can only be solved by setting squelch all the way to 0. I have tested the exact same radios next to each other, one that has been programmed and one that had not. The un-programmed radio always performs better.

So, shy of going through the painstaking process of manually programming several stations into the baofeng radio, does anyone have any advice, or even experienced the same issue?
