Can anyone identify this radio protocol?

I constantly find UHF frequencies with continuous broadcasts like the beginning of this video: https://www.youtube.com/watch?v=clBaN8mz_VM

I’ve even checked with DSD+ on an RTL-SDR, no particular format.

Can anyone here identify the type of radio protocol that has this sound signature?
