** SPECIAL NOTE FROM EDITOR (By KB8NW): Just a reminder that there will
not be an OPDX Bulletin next week and "possibly the week after". I
"will" be attending the Dayton HamVention, but will be limited to
conditions and how I feel. As far as the update on my health --
hopefully things are better. Monday, May 13th, I had a heart cathe-
terization at the Cleveland Clinic to view my abnormalities. The
results were -- I had a balloon angioplasty to the saphenous vein
bypass graft to the diagonal anastomosis. There was a 99% blockage
where my bypass graph tied into my natural artery (main left artery
in the heart). It's now open and blood is flowing again. They could
not use a stent because of the difference in size between the bypass
graph (vein) and the artery (much smaller). If you would like to see

I did spend the night in the hospital and was released Tuesday after-
noon. I am sore, but feel fine. I would like to thank the many well

DAYTON HAMVENTION BROADCAST. Tom Medlin, W5KUB, reports the following
[edited]: "It's time for the 2013 Dayton Hamvention broadcast!! --
Please join us during our live, online broadcast of the Dayton Hamvention

New venue for 2013: We will be located inside Hara Arena at Booth SA302
to provide you with a totally different program. There will be no rain,
hail, sleet, or snow on our cameras this year!!
During the Hamvention W5KUB will interview vendors regarding their

John Amodeo (NN6JA) producer of ABC TV’s hit show, "Last Man Standing";

During the live broadcast, you will also have the opportunity to meet
and chat with other ham radio operators from all over the world. During
the 2012 Dayton Hamvention we had 47,400 viewers that followed our broad-
cast for the 5 day broadcast!

VK0H, HEARD ISLAND (DXpedition Reschedule!). Press release from the
Heard Island Web page dated May 15th [edited]: "PROJECT RESCHEDULING
AND RESTRUCTURING -- We wish to announce that the expedition to Heard
Island has been rescheduled for January, 2015. The primary reason for
this decision was the cost of using the preferred vessel, the Marion
Dufresne to put the team on Heard Island for the required time. In spite
of extensive negotiations and rescheduling of the cruise, it became
clear that the cost of using this vessel will exceed $1 million, and
therefore the total cost for the project would be about $1.5 million,
as we noted earlier. In spite of our plan to increase the team size to
50 (which the M-D can accommodate) to partially cover this cost, we
reluctantly concluded that sponsorship at this level would be impossible.
We have therefore decided to delay the expedition to January, 2015, to
allow more time to restructure the project, locate a more suitable vessel,
and bring the cost more in line with projected available resources.
One benefit of this rescheduling will be to enable the mountain science
team to carry out the exploration of Big Ben on the 50th anniversary of
the first ascent (in 1965). The 3000-meter volcano on Mawson Peak is
currently erupting, and study of the changes brought by this eruption
will be safe and significant during the 2015 season. A major component
of the expedition will be to document the effects of the eruption, the
state and condition of the flanking glaciers, and the changes in evanescent
lagoons on the east slopes of the mountain.
A second benefit of the restructuring is that we will plan for amateur
radio operations to be carried out over a longer time, up to 30 or more
days. Furthermore, the campsite will be located on the east side of Heard
Island, enabling paths to areas of the world that were not accessible in
the last operation (in 1997). With the requirement of the longer stay on
Heard Island, we will be assembling a new radio team with operators who
are highly experienced and dedicated to the challenge of activating Heard
Island with the new project requirements.
The third benefit of rescheduling is to have the time to develop
sophisticated instrumentation and systems for state-of-the-art real-time
communications with the expedition. We will have satellite links to enable
real-time reporting of the radio log (using a new version of DXA, which
was successfully used on previous DXpeditions (K7C and TX5K). In addition,
we plan to implement real-time interactive communications and reporting
from the mountaineering team as they explore the volcano, and to enable
scientific and educational groups to work interactively with the onsite
team.
The budget for the restructured project will likely be significantly
less than $500k. We plan for a total team of 12-15 persons, and we will
solicit team members with experience, motivation, and multiple skills.
Except for the organizing principals, we are starting anew to build the
team for this very different mission. We will work to keep the cost to
participants below $15k, and will expect the team to work together to
find support and make the appropriate preparations. Safety will be par-
amount.

Z8, SOUTH SUDAN. The following is a press release from Martti, OH2BH,
dated May 15th [edited]: "As part of the April 2, 2013, visit to South
Sudan by a delegation headed by the Foreign Minister of Finland, several
supporting elements were discussed. Just three weeks later, following a
series of meetings focusing on practical matters in Juba, there was a
high-level presentation, with relevant endorsements, made to the South
Sudan government. The presentation was made with a view toward enlisting
support on telecommunications matters in general and Amateur Radio's role
in society in particular. Ultimately, a Memorandum of Understanding (MoU)
was signed specifying several elements of Amateur Radio as a study case
for local administrators. These elements include Amateur Radio’s role in
society, frequency allocations, regulatory matters and promotion of Amateur
Radio as part of an educational agenda. The MoU calls for a workshop to
be held for the senior staff of the Ministry of Telecommunications and
Postal Services. Members of the Ministry of Higher Education and the
Research and Technology agency will also attend the workshop.
In early June, a senior South Sudan telecommunications official will
attend an IARU Administrator's Course in Accra, Ghana to observe ITU and
IARU. This travel will be made possible thanks to the valuable support
of the Yasme Foundation <www.yasme.org>.
As Amateur Radio is only provisionally regulated in South Sudan, the
Radio Arcala Fellowship Group of Finland, OH8X, was granted a provisional
license ­ Z81X ­ to facilitate operating events during visits by the
project representatives. We expect that Z81X will be activated several
times during the course of this project, notably on low bands and in CQWW
Contests.
Just today, the initial Z81X activity, with one radio only, was concluded
with more than 20.000 QSOs. QSOs were split evenly between the three major
population areas of the world - Europe 8693 (43%), North America 5774 (29%)
and Asia 5162 (26%). The Finnish duo - Olli, OH0XX and Martti, OH2BH - has

As the entire project is carried out on a voluntary basis, the group
will accept donations to be used solely for offsetting direct project
expenses incurred in South Sudan. ClubLog OQRS is now active for QSL
requests (bureau or direct) and project support..

Finnish Foreign Minister's Special Representative to the Horn of Africa
